Russian federation: public-private partnerships in agribusiness education

This study was commissioned by the European Bank for Reconstruction and Development and carried out by the EBRD and Food and Agricultural Organization of the United Nations (FAO) Investment Centre. Russia’s agri-food sector has experienced substantial growth over the past decade, yet the growth of the sector remains hampered by low labour productivity and a severe shortage of qualified labour. This report provides an overview of Russia’s agri-food sector and agri-food education systems, where an education gap is identified. Agri-food companies recognise that staff training is a priority and private-public cooperation could provide solutions. The main objective of the project is to increase private-public cooperation between the agricultural education system and the private sector so that Russia’s agri-food sector may realize its full potential. The main findings and recommendations of a survey on potential Public-Private Partnerships (PPPs) in the Russian agricultural education and applied research sector are presented.
