The FAO, in partnership with the EBRD, has engaged in Kazakhstan’s dairy sector to enhance the competitiveness of the domestic dairy industry while including small- and medium-size dairy farms into economic transformation. The technical assistance project “Supporting an inclusive dairy value chain development in Kazakhstan (Phase I)” implemented in 2016-2017 highlighted that Kazakhstan’s dairy processing industry has a good potential for development. Nevertheless, as of today, its main challenge is not its processing capacity, but the quality of raw milk and the share of milk collected for processing that meets food safety standards of the Eurasian Economic Union (EAEU).

Building on previous successful engagement in supporting an inclusive dairy value chain development in Kazakhstan, the Phase II of the project aims at promoting private sector participation in the policy-making process and at supporting more private investments in Kazakhstan’s dairy sector in order to support more efficient and inclusive agrifood systems.

The project is scheduled to run until 30 November 2020 and consists of two assignments:

  1. Support to public-private policy dialogue in the Kazakh dairy sector by (i) building the capacity of the Dairy Union to lead dialogue with authorities by guiding policy discussions with technical inputs and helping assess the various policy options presented or emerging from the public-private policy dialogue; and (ii) strengthening the capacity of the local advisory service providers by training and certifying a group of experts as Trainers of Trainers (TOTs) on dairy farming issues.
  2. Advisory services to SME milk producers and traders forming the cluster of milk suppliers to the dairies, by (i) supporting the organization of processor-driven advisory services to their suppliers to enable them to supply greater quantities of high quality milk; (ii) raising awareness on food safety standards for upstream value chain actors and promoting business relations of trust and collaboration to strengthen the linkages along the dairy value chain.
