Accelerating adoption of climate technologies in Kyrgyzstan’s agrifood sector

Food production systems play an important role in greenhouse gas emissions (GHG) and are therefore under increasing pressure to achieve efficiency improvements. The agrifood sector is also directly exposed to climate change because of its dependence on environmental resources. Addressing climate change mitigation and adaptation challenges in the sector will require radical changes in food production systems, and greater adoption of climate technologies is a core element of this transition towards more sustainable food systems. In this context, the European Bank for Reconstruction and Development (EBRD) and the Food and Agriculture Organization of the United Nations (FAO), within the Finance and Technology Transfer Centre for Climate Change (FINTECC) program, engaged in 2015 to develop a practical  tool and Methodology to inform policy makers and to orient public and private institutions interested in investments that foster the greening of the agrifood sector. A pilot study was conducted in Morocco on adoption of climate technologies in the agrifood sector

During 2017 and 2018, FAO has produced studies on adoption of climate technologies in the Republic of Kyrgyzstan and the Republic of Kazakhstan and the results were presented to public and private stakeholders. In the case of Kyrgyzstan, the agriculture sector emissions have been increasing over the last 15 years and 95 percent of that increase has been due to a rise in livestock numbers. But according to the EBRD-FAO recent study, targeted investment could drastically reduce these emissions. By investing USD 1 billion in climate technologies in Kyrgyzstan, agrifood sector emissions could potentially be reduced by almost 60%.  Pasture management and drip irrigation have great adaptation and mitigation potential, according to the study.

Following the study’s release, the EBRD-FAO workshop on “Accelerating adoption of climate technologies” in Kyrgyz Republic’s agrifood sector, took place in Bishkek on the 2nd of November, 2018. The event successfully brought together over 70 participants from the private sector such as earlier adopters and technology suppliers, policy-makers, financial institutions, and representatives from multilateral and bilateral development institutions. Interesting discussions focused on solutions and highlighted the importance of adopting climate technologies and practices along key supply chains to reduce greenhouse gas emissions, increase productivity and improve resilience of food systems. The different workshop sessions emphasized:

·         several climate technologies in the Kyrgyz Republic’s agrifood sector; their degree of adoption, mitigation and adaptation potential and key challenges in promoting further technology uptake.

·         challenges and opportunities for private sector investments in modern agrifood technologies;

·         possible areas for public support and cooperation with donors and international financial institutions to accelerate technology deployment;

Participants shared experiences and suggestions to overcome constraints and encourage an enabling environment for private investments.
