Montenegro is endowed with favorable natural conditions for the production of quality fruits and vegetables, including a mild climate, low land contamination, and adequate water resources. More than 30 percent of the total number of agricultural holdings is engaged in the production of fruit and vegetables (2010 Agricultural Census).
The country`s horticultural sector has some promising opportunities in export markets but also in the domestic market – given the country’s dynamic tourism sector – while presently, there is a tendency to increase imports of fruit and vegetable rather than stimulate local production.
Towards a stronger and sustainable value chain
Currently, the lack of vertical and horizontal linkages is a key obstacle to raise competitiveness in the subsector. Producers’ aggregation can lead to improved production planning, product aggregation and marketing. In parallel, stronger linkages and relationship between producers and buyers, among them retailers, is essential to build a sustainable supply chain.
FAO and EBRD, in collaboration with the Montenegrin Ministry of Agriculture and Rural Development (MARD), are implementing a project to support the development of sustainable value chains in the country`s horticultural sector, by improving linkages between fruit and vegetable producers with buyers, namely processors, retailers, wholesalers, importers/exporters and other aggregators/off-takers.
The project is working on elaborating tools to support backward linkages and competitiveness in the sector. In parallel, several capacity building activities including trainings, workshop and study tours have been implemented to support consolidation of supply and upgrading of quality standards for increased integration and sustainability of the value chain.
The main project outputs are:
Elaboration of tools for backward linkages and sector competitiveness
· Review of market perspectives for the country`s horticultural sector
· Identify commercial best practices for sustainable value chain and develop practical guidelines for sector`s companies
· National workshops for awareness raising and engagement with sector`s stakeholders
Capacity building and action plan on sustainable value chain integration
· Elaboration of an action plan for implementation of value chain integration
· Training workshops for enhanced local sourcing and sustainable supply chain
· Exchange of best practices and dissemination of lessons learned at regional level.
