Georgia: Support to Sustainable Value Chains through the Development of Geographical Indications in the Dairy Sector
Geographical Indications (GIs) are names and any indicator used on products that have a specific geographical origin and possess qualities or a reputation that are linked to that origin, as a result of local traditional methods or the natural resources involved in their production. GIs represent a marketing tool for economic actors who wish to protect such an intellectual property right and differentiate their product on the market. Indeed the development of a GI stratgey, with a relevant marketing strategy, can help strengthen the dairy value chain through improved backward linkages, upgrade of quality and safety standards and increased consumers’ confidence in quality labels through the establishment of reliable control and certification systems, but also by adding value to selected products. 

With a lot of traditional agrifood products with quality features and unique characteristics that can be clearly linked to their geographical origin, Georgia has an important potential for the development of GIs. This is particularly true in the country’s wine and dairy sectors. However, so far only fifteen dairy products were registered as GIs in Georgia, according to the national law on GIs (Law on Appellations of Origin and Geographical Indications of Goods).  In addition, such GIs are not being used as a marketing tool and have not generated significant economic benefits in terms of (premium) prices, value chain efficiency and market access. The main reason for this is the absence of an effective guarantee and quality control system on GIs in the country and lack of awareness on quality labels amongst producers and consumers.

In order to help Georgia improve and further implement the existing national GI institutional framework, as well as explore the potential benefits offered by a well-developed GI system, in 2017 FAO and EBRD launched a project on “Supporting sustainable value chains through the development of geographical indications in the dairy sector”. Over three years’ time, the project will: i) work with Georgia’s national authorities in improving the GI institutional framework, including the way GIs are evaluated, registered and protected through an efficient certification and control system; ii) support the development of sustainable GI value chains through the improved specification of two pilots (Sulguni and Tushuri guda cheeses); iii) improve backward linkages between selected agribusiness and dairy farmers in order to ensure an efficient level of coordination for quality (fresh milk), reliability of supplies and fair practices; and iv) raise awareness amongst public and private stakeholders on the advantages and methods of GI schemes.

Groups of producers, EBRD existing clients in dairy sector and the public authorities and private sector involved in GI institutional system will be the main beneficiaries of the project.
