The effectiveness and overall productivity of agri-food value chains is increasingly dependent on the availability and efficient use of natural resources such as water, land, materials, and biomass used for energy production. Compared to other energy sources, bioenergy – if properly managed - potentially offers countries many advantages, including renewed investment in the agriculture sector, new market opportunities, energy savings and reduced GHG emissions.
As part of their collaboration, FAO and EBRD have launched the “Supporting National and Private Sector Capacities in Sustainable Agricultural and Bioenergy Investments" assignment. Financed by FAO and EBRD’s Special Shareholder Fund, the project supported decision-making related to bioenergy investment in three countries of operations of the EBRD: Ukraine, Turkey and Egypt. The project provided the EBRD and other investors with improved tools for the identification of priority investments, initial country level results on sustainable bioenergy potential, and capacity building. Activities were built upon the work already carried out by FAO through the development of the Sustainable Bioenergy Support Package. The support package of FAO includes two complementary tools: the Bioenergy and Food Security (BEFS) Rapid Appraisal and the BEFS Operator Level tool. The BEFS Rapid Appraisal allows countries to get an initial understanding of their sustainable bioenergy potential while integrating food security considerations and requirements. The BEFS Operator Level Tool, allows countries to identify risks and benefits from land-based bioenergy investments. These two tools are complementary and are typically used in sequence in order to inform and support decision-making related to bioenergy developments. In addition to bioenergy, both tools are relevant for agricultural development as a whole.
Main results obtained in relation to the three core elements of the project were:
1) Normative work (upgrade/improvement of the BEFS tools):
- Customization of FAO’s tools to EBRD needs in terms of applicability to the three selected countries, in particular for what concerns data, country context and investment options.
- Development of the BEFS Operator Level Tool (OLT) as an instrument to perform an initial screening of bioenergy projects using agriculture residues as feedstock.
2) Technical assistance at country level:
- Implementation and dissemination of the BEFS Rapid Appraisal in Egypt and Turkey to obtain a preliminary indication of the sustainable bioenergy potential in these countries. The analysis for each country included the following:
a) a country overview focusing on the agriculture and energy sectors;
b) an assessment of the biomass potential;
c) an assessment of the energy end use options; and
d) a set of conclusions and recommendations for next steps based on the outcome of the analysis.
- Application of the BEFS Operator Level Tool to selected EBRD projects in Turkey, Egypt and Ukraine.
3) Capacity development:
- Awareness-raising and technical trainings for country personnel and external stakeholders on the application of the BEFS Operator Level Tool and the BEFS Rapid Appraisal and on the interpretation of their results.
